History

The Latino Cultural Exchange Coalition (LCEC) was established in 1982 as a vehicle for prisoners to communicate with each other effectively. The intention of the LCEC was to use heritage, cultural awareness and identity to promote, educate and empower the Latino prison population. The outcome of this education resulted in the change of a negative mindset and brought about a sense of community and Latino unity within the Latino prison population. The LCEC is a not-for-profit organization, incorporated in 2007.

LCEC is part of a larger coalition in the Humboldt Park community centered around the enhancement and development of Reentry services and initiatives. In addition, LCEC is also a part of a state-wide policy initiative to advocate for legislative changes that have positive impacts on ex-offenders. This includes but is not limited to; laws, policies and ordinances that in the past have hindered an ex-offenders ability to obtain employment, housing, health care and other critical needs.
